Fill the gelatin with cold water and leave to swell for 15 minutes.
Mix milk, cream, vanilla and half of sugar in a deep saucepan.
Stir until smooth and bring to a boil over low heat.
Remove the saucepan from the heat and pour in the prepared gelatin. Leave 2 tablespoons of the gelatin mixture for the raspberries.
Mix thoroughly until smooth, pour into glasses and put in a cool place for 2 hours.
Chop the raspberries and the remaining sugar in a blender.
Strain through a sieve, mix with gelatin and pour into glasses with a frozen milk-cream mixture.
Chill the panna cotta in the refrigerator for another 2 hours. Before serving, decorate the dessert with raspberries and mint.
