Chop the fish, tomatoes, peeled bell peppers and onions. Grate the carrots on a coarse grater.
Fry onions and carrots in oil until golden brown.
Add the bell pepper and cook for 5-7 minutes.
Add tomatoes, spices, sugar and fish. Simmer under the lid for 40 minutes.
Add salt, vinegar and after 4 minutes remove from heat.
Arrange the hot salad in clean, dry jars and roll up.
