Chop the herring and onion. Grate potatoes, beets and carrots on a coarse grater.
Put the herring and onion on the bottom of the plate, add layers of carrots and beets. After each new layer, do not forget to salt, pepper and add mayonnaise.
Mix potatoes with salt, pepper, mayonnaise and put on top of vegetables.
Gently flatten with a fork and put the salad in the refrigerator for 1.5 hours.
