Wash the beef, dry it with paper towels and cut into small pieces.
Peel and slice potatoes, onions, bell peppers.
Pour boiling water over the tomatoes, peel and chop. Cut the carrots into thin slices.
Heat the oil in a frying pan, add the beef and fry on high heat for 7-10 minutes. Try to cook so that each piece is browned from all sides.
Add onion, carrot, bell pepper and fry until golden brown.
Add hot water, black pepper, cover with a lid and simmer for half an hour.
Add potatoes, tomatoes and continue cooking for another 15 minutes.
Add salt, squeeze garlic through a press and turn off after 3 minutes.
When serving, sprinkle the stew with finely chopped parsley.
