Cut the beef into small pieces.
Chop carrots and peeled onions.
Put the onion in a cauldron with hot oil and fry until golden brown.
Add carrots, spices and cook for 3-5 minutes.
Add beef and fry for 15 minutes, stirring occasionally.
Add salt, pour in hot water and simmer for 30 minutes.
Add the washed rice and stick whole garlic heads into the thick mass. Cook the pilaf under the lid for another 20 minutes.
