Boil the beef until tender. Add the chopped potatoes and cabbage, and cook for another 15 minutes.
Chop all the vegetables. Fry the beets until soft.
Fry onions and carrots separately for 5 minutes. Add tomatoes, a little broth and simmer for 10 minutes under the lid.
Send both roasts to the borscht, season and cook for 7 minutes. At the end, add chopped green onions.
