Peel and slice potatoes, bell peppers, carrots and onions.
Melt the butter in a deep cauldron.
Add onion and carrot and fry until golden brown.
Add potatoes, bell pepper, black pepper and peas and cook for 7-10 minutes, stirring occasionally.
Pour in milk, water and boil for 5 minutes after boiling.
Add the washed quinoa and cook for another 15 minutes. Add salt, turn off and leave under the lid for 10 minutes.
When serving, add fresh herbs to the plate to taste.
