Preheat a slow cooker with butter in the "Baking" mode and put the chopped ribs there. Fry them for 15 minutes on each side.
Set aside the ribs and fry the chopped onion and carrots for 5-7 minutes in the same way.
Send the ribs back, pour in a glass of water, season and cook for another half an hour in the same mode. Add water as needed.
Pour in the washed rice, pour in a couple more glasses of water, add garlic and cook the pilaf in the "Porridge" or "Rice" mode until the end of the program.
