Defrost the fish (if necessary), remove the head and insides, rinse under running water, dry slightly.
Grate the carrots on a coarse grater. Finely chop the onion.
Fry carrots and onions in preheated vegetable oil until golden brown.
Send the prepared fish to the frying pan with the fried vegetables, add salt, add sugar, allspice and bay leaf. Press everything together for 1-2 minutes.
Add 1 tablespoon of wheat flour to the tomato juice, mix well.
Pour the resulting tomato sauce over the fish and vegetables and simmer over low heat for 30 minutes. Add vinegar and simmer the fish for another 5 minutes.
Put the finished sprat in tomato in pre-sterilized small jars and roll up. I recommend storing canned food in a cool dark place.
